Peer cities are already doing this

Alexandria would not be inventing anything. U.S. cities have been authorizing residential across-sidewalk charging for several years — some with a simple published standard, some with a lightweight permit. The approaches differ; the common thread is that every one of them manages the risk through equipment and operating rules, not prohibition.

Seattle, Washington — guidance, not permits

Seattle DOT's Client Assistance Memo 2119 (Electric Vehicle Charging in the Right-of-Way) tells residents they may charge a vehicle across the sidewalk in residential zones without a street-use permit, provided they follow the published conditions: a highly visible, stable, secure cable ramp; the cord crossing perpendicular to the walkway; required sidewalk clearance and ramp slope maintained; equipment removed when not charging; and normal parking rules unchanged. The guidance imposes no separate insurance requirement.

Seattle also ran a structured right-of-way curbside charging permit pilot (EVCROW) with a published evaluation report — a useful template for the evaluation phase of Alexandria's proposed pilot.

Lesson for Alexandria

A major U.S. city concluded that clear equipment and operating standards are sufficient to manage this risk — no permit, no insurance mandate. Alexandria's proposed pilot is substantially more conservative: permits, inspections, and insurance.

Washington, DC — a neighbor's guidance, and a cautionary tale

Alexandria's closest neighbor has taken the Seattle approach. Under DC Code §10-1141.03(a), the District regulates uses of public space through DDOT, and in 2022 DDOT issued guidance on cross-sidewalk EV charging: follow it, and "a public space permit is not required". The conditions are familiar — a highly visible, stable, secure, low-angle cable cover, with reflective or contrasting colors — plus one more restrictive rule: Level 1 charging only. The federal Alternative Fuels Data Center still summarizes the regime that way — no public-space permit required, but equipment may be confiscated if residents do not comply.

DC's current status is unclear

As of September 2026 the 2022 guidance document is no longer posted at DDOT's former address, and DDOT's EV program page carries only a one-paragraph advisory: cords across the sidewalk "may present a hazard for other users of the public space and compromise accessibility." That language neither prohibits nor authorizes anything, and no replacement rule has been published. The practical reading is that DC has drifted from a stated standard back into an advisory gray zone — the same ambiguity this proposal is designed to remove in Alexandria. The Roodman account below describes the guidance as it operated through early 2026.

A detailed first-person account by DC resident David Roodman (Greater Greater Washington, February 2026) documents how the guidance works in practice — and where it breaks down. DDOT derived its cover geometry from ADA standards written for other situations: covers under half an inch may use the 1:2 bevel the standards allow for small changes in level, but anything taller falls under the standard for ramps — 1:12 slopes plus a five-foot level platform. For a typical one-inch cable cover, that works out to roughly seven feet of structure to cross a one-inch cable. No commercial product meets it, and the author — who contacted the U.S. Access Board and confirmed that current ADA standards do not directly address cables — found that in practice almost no one in his neighborhood complies with either option. Achieving a fully compliant setup required a specialty half-inch cover and a flat 12-gauge extension cord, found only after weeks of research.

Lessons for Alexandria

Two, pointing in opposite directions. First, the guidance model itself works: the region's largest jurisdiction lets residents charge across the sidewalk with no permit at all. Second, standards must be written for temporary cable covers — DC adapted permanent-infrastructure ramp geometry, and the result is a rule that practical equipment cannot meet and near-universal noncompliance that protects no one. That is precisely the outcome the temporary-pedestrian-facility framework is designed to avoid. The Level 1-only restriction carries its own side effects, discussed under Electrical Safety.

Cambridge, Massachusetts — a lightweight permit

Cambridge offers an Across Sidewalk Electric Vehicle Charging permit for residents without driveway access. Requirements include a residential parking permit, a certified electrician's letter confirming a GFCI-protected ground-floor outlet, an accessible ramp over the cord, and proof of homeowners or renters insurance — with no special dollar limit. Cambridge describes the program as a transitional measure while publicly available charging expands.

Lesson for Alexandria

A permit program can confirm electrical safety and insurance coverage using ordinary residential documents — an electrician's letter and a standard homeowners policy — without forcing residents into commercial insurance structures. Cambridge's electrician-certification requirement maps directly onto the certified-EVSE standard proposed here.

Portland, Oregon — an allowance with eligibility conditions

Portland's Bureau of Transportation amended its Encroachment Manual to let residents run a Level 1 charging cord from the house across the sidewalk to a car at the curb, without a permit, when the residence meets published conditions: a single-family residential zone, a local-service street, a sidewalk running grade of 10% or less, and no off-street parking. Cord covers must be used wherever there is a sidewalk or other walkable surface and must be ADA-compliant; the parking space may not be reserved by signage or any other means; and Level 2 or faster cords may not cross the right-of-way.

Lesson for Alexandria

Portland shows a middle path between Seattle's open guidance and Cambridge's permit: no application, but objective site-eligibility tests (zoning, street class, sidewalk grade, no driveway) that staff can check from a map. That is close to the eligibility list in Option A. Its Level 1-only rule carries the same side effects discussed for DC.

Melrose, Massachusetts — a different tool for the same problem

Melrose is often cited alongside these programs, but its approach is different in kind: rather than authorizing resident cables, the city and its utility installed the East Coast's first pole-mounted public chargers — chargers on existing utility poles with retractable cords, placed in neighborhoods where residents lack driveways, billed at $0.30/kWh with an idle fee after three hours. It is evidence that small cities are actively solving the no-driveway problem, and its $0.30/kWh price happens to match the public-L2 rate this site's cost model treats as optimistic — but it is a public-charging model, not a cross-sidewalk one, and carries the throughput and time-tax limits of any shared Level 2 port.

The research consensus

The Berkeley Center for Law, Energy & the Environment's April 2025 study, Low-Cost Innovation in Residential EV Charging: City Policies Enabling Cords in the Public Right-of-Way, surveys these policies nationally. It describes right-of-way cord policies as an emerging, simple, low-cost alternative to dedicated public infrastructure for EV drivers who lack off-street parking — while emphasizing that programs need clear authorization plus safety, technical, and ADA-compliance requirements. That is precisely the structure of the proposed Alexandria pilot.

When Alexandria's 2020 EV Readiness Strategy set aside sidewalk-cord permitting in favor of standard right-of-way chargers, few U.S. examples existed and the safety/ADA questions were open. Five years later, peer cities have supplied working answers. Revisiting the 2020 judgment with 2025-era evidence is not a reversal — it is exactly what the strategy's own framing anticipated.
